Kapag naririnig ng karamihan ang salitang intelligence, ang unang pumapasok sa isip ay mga spies, surveillance, covert operations, encrypted communications, o mga operatiba na tahimik na nangangalap ng classified information. For decades, intelligence has been viewed primarily through the lens of national defense, crime prevention, counterterrorism, and law enforcement. Totoong mahalaga ang mga ito at mananatiling pundasyon ng anumang intelligence organization. Ngunit habang mas pinag-aaralan ko ang konsepto ng intelligence at inoobserbahan ang pamumuno ni NICA Director-General Ricardo F. De Leon, mas lalo akong naniniwala na ang intelligence, sa pinakamataas nitong antas, is far more than simply collecting information. It is ultimately about protecting people—not only from physical threats but also from the gradual erosion of the very values that hold a nation together.
While doing a wishful thinking as an academic researcher, poltical observer, and an intelligence analyst, looking at the tracks of General Ricardo F. De Leon on numerous platforms sa National Intelligence Coordinating Agency (NICA), napaisip ako na tila may mas malalim na ebolusyon ang intelligence profession. Whether through institutional leadership, educational initiatives, or his long career in public safety and national security, I see an intelligence philosophy that extends beyond surveillance and enters the broader responsibility of nation-building. Ang interpretasyong ito ay sarili kong pagtingin, ngunit naniniwala akong umaayon ito sa mas malawak na direksyon ng modern intelligence community na kinikilala na ang national security ay hindi na maaaring ihiwalay sa human security.
Para sa akin, ang ebolusyong ito ay maaaring ipaliwanag sa isang salitang tunay na Pilipino—Kapwa.
Kapwa is often translated as “shared identity” or “shared humanity,” but for Filipinos, it carries a much deeper meaning. Ipinapaalala nito na ang kapakanan ng iba ay hindi hiwalay sa ating sariling kapakanan. Kapag ang intelligence ay yumakap sa prinsipyo ng kapwa, tumitigil itong maging simpleng instrumento lamang sa paghahanap ng kaaway. Instead, it becomes a discipline devoted to protecting the Filipino people in their entirety.
An intelligence service guided by kapwa no longer asks only, “Who threatens the Republic?” It also begins asking, “Ano ang nagpapahina sa diwa ng Pilipino? Ano ang sumisira sa tiwala ng mamamayan? Ano ang unti-unting nagpapabagsak sa integridad ng ating mga institusyon? Ano ang humahadlang upang maabot ng susunod na henerasyon ang kanilang buong potensyal?”
Sa ganitong pananaw, intelligence transforms from being merely reactive into becoming deeply preventive.
Preventing a terrorist attack is intelligence.
Preventing organized crime from flourishing is intelligence.
Pero ang pagpigil sa corruption bago pa ito maging institutional culture ay intelligence din.
Ang pagpigil sa disinformation bago nito lasunin ang public discourse ay intelligence.
Ang pagpigil sa educational decline na maaaring magpahina sa susunod na mga lider ay intelligence.
Ang pagpigil sa moral decay na unti-unting ginagawang normal ang pandaraya at kawalan ng katapatan ay intelligence.
At ang pagpigil sa economic exploitation na nagtutulak sa ordinaryong Pilipino sa mas malalim na kahirapan ay intelligence rin.
Sa madaling salita, intelligence is no longer confined to protecting government institutions. It becomes a guardian of the nation’s future.
Ang ganitong pananaw ay tumutugon sa realidad ng ika-21 siglo. The greatest threats confronting the Philippines today are no longer limited to armed insurgencies or foreign espionage. Kasama na rito ang cyberattacks, organized criminal syndicates, economic sabotage, foreign influence operations, online fraud, corruption, at ang sistematikong pagkasira ng public trust. Marami sa pinakamapanganib na kaaway ng isang bansa ay hindi armado. They manipulate information, exploit institutions, weaken education, normalize dishonesty, and gradually convince citizens that integrity no longer matters.
Ito ang dahilan kung bakit naniniwala akong education has become one of the highest forms of intelligence.
Every classroom that develops ethical leaders contributes directly to national security.
Every teacher who cultivates critical thinking strengthens the country’s resilience against manipulation.
Bawat paaralang humuhubog ng mga mamamayang may integridad ay nagdaragdag ng panibagong depensa para sa Republika.
Sa ganitong pagtingin, intelligence is no longer limited to collecting secrets. It also involves gathering knowledge that enables government to improve education, strengthen governance, enhance public safety, protect the economy, and cultivate responsible citizenship. Ang intelligence community ay hindi lamang tagapagtanggol laban sa panganib. It also becomes a catalyst for national development.
Dito ko rin nakikita ang natural na koneksyon sa konseptong aking ipinakilala sa aking aklat na Integritocracy.
Integritocracy is founded on a simple but profound conviction: democracy cannot truly flourish where integrity has collapsed. Hindi sapat ang halalan kung ang mga institusyon ay pinaghaharian ng corruption, dishonesty, at personal interest. Integrity must become the governing principle of leadership, public administration, and civic life.
Sa ganitong lente ko rin tinitingnan si General Ricardo F. De Leon. Para sa akin, maituturing siyang isa sa mga nagpapakita ng isang integrity-centered discipline of intelligence. Hindi ito nangangahulugan na siya mismo ang gumagamit ng terminong Integritocracy. Sa halip, ito ay aking personal na interpretasyon na ang kanyang estilo ng pamumuno ay sumasalamin sa maraming prinsipyong isinusulong ng Integritocracy—professional excellence, ethical leadership, education, institutional discipline, at ang paninindigang protektahan hindi lamang ang physical security ng bansa kundi maging ang moral at social foundations nito.
Ang intelligence officer ng hinaharap ay hindi na dapat maging simpleng collector of information. He or she must become a guardian of public trust, a defender of democratic institutions, a student of human behavior, and a champion of integrity. Modern intelligence now requires analytical excellence, technological competence, emotional intelligence, cultural understanding, at higit sa lahat, unwavering ethical leadership.
Perhaps this is the true evolution of intelligence.
Hindi na lamang ito sinusukat sa dami ng threats na natukoy o operasyon na matagumpay na naisagawa. It is measured by the strength of the society it helps preserve. Sinusukat ito sa antas ng tiwala ng mamamayan sa kanilang mga institusyon. Sinusukat ito kung ang susunod na henerasyon ay magmamana ng bansang hindi lamang ligtas kundi mas tapat, mas makatao, mas responsable, at mas nagkakaisa.
Sa huli, the highest achievement of intelligence is not merely preventing tomorrow’s crisis. Ang tunay nitong tagumpay ay ang paghubog ng isang bansang mas kaunti ang krisis dahil ang mismong mga mamamayan nito ay mas edukado, mas may integridad, at mas may malasakit sa isa’t isa.
That is intelligence guided by kapwa.
That is intelligence with heart, mind, and soul.
At para sa akin, dito matatagpuan ang pinakamataas na layunin ng intelligence—not merely as an instrument of security, but as a discipline of nation-building rooted in integrity, shared humanity, at sa hindi nawawalang pag-asa para sa isang mas mabuting Pilipinas.
