Sometimes I catch myself thinking, why are we so quick to admire a new bridge, expressway, airport, or railway, yet overlook a government agency quietly protecting our country? When there's a ribbon-cutting ceremony, it goes viral instantly. When there's a new infrastructure project, it makes headlines right away. But when an organized crime syndicate is dismantled, a smuggling network is stopped, toxic materials intercepted and prevented from flowing in rivers, environmental crimes like illegal mining stops operation, fake medicines stopped from being sold in the market or a human trafficking victim is rescued, it stays in the news for just a few days, and then it's forgotten.
Perhaps that is because the greatest accomplishments of government are often the least visible.
Ito ang dahilan kung bakit naniniwala ang maraming governance experts na ang tunay na sukatan ng isang maayos na pamahalaan ay hindi lamang kung gaano karaming proyekto ang naitayo, kundi kung gaano kahusay nitong pinoprotektahan ang rule of law. Walang saysay ang magagandang kalsada kung kontrolado naman ng organized crime ang ekonomiya. Walang saysay ang pagpasok ng investors kung natatakot silang magnegosyo dahil sa corruption, smuggling, cybercrime, o iba pang criminal enterprises.
Sa ganitong konteksto, mas madaling maunawaan ang tahimik ngunit napakahalagang papel ng Presidential Anti-Organized Crime Commission (PAOCC) sa ilalim ng pamumuno ni Undersecretary Benjamin C. Acorda Jr.
Hindi man ito laging laman ng prime-time news, ang mga operasyon ng PAOCC ay may direktang epekto sa national development at maging sa national prosperity. Marahil hindi agad ito nakikita, pero nararamdaman ito sa katagalan.
Coming from his experience as Chief of the Philippine National Police, Usec. Acorda understood that organized crime has evolved. Hindi na ito simpleng usapin ng kidnapping, robbery, o illegal gambling. Today’s criminal organizations operate like multinational corporations. They recruit people, exploit technology, launder money across borders, infiltrate legitimate businesses, and maximize the power of social media and digital platforms.
Kaya hindi na sapat ang simpleng paghuli ng mga kriminal. Ang tunay na laban ay ang pagbuwag sa buong criminal ecosystem.
Under his leadership, PAOCC strengthened intelligence-driven operations and inter-agency collaboration with the Philippine National Police, National Bureau of Investigation, Bureau of Immigration, Department of Justice, Anti-Money Laundering Council, Department of Environment and Natural Resources, at iba pang law enforcement agencies. Ang mensahe ay malinaw—kung nagkakaisa ang organized crime, dapat mas nagkakaisa ang gobyerno.
Isa sa mga hindi gaanong napapansin ay ang kampanya laban sa economic sabotage.
Kapag sinabi nating smuggling, parang ordinaryong customs violation lang ang dating sa marami. Pero isipin natin ito. Every container of smuggled products means lost taxes, unfair competition, fewer jobs, and weaker local industries. Kapag nalugi ang lehitimong negosyante dahil sa smuggled products, sino ang nawawalan ng trabaho? Ang ordinaryong Pilipino rin.
Ganoon din sa illegal mining.
Hindi lamang ito tungkol sa pagmimina nang walang permit. Ito ay tungkol sa pagkasira ng ating kagubatan, watershed, ilog, at kabundukan. Ito ay tungkol sa pagkawala ng likas na yaman na dapat sana’y mapakinabangan pa ng susunod na henerasyon. Every successful operation against illegal mining is not merely an environmental victory; it is an investment in the future of the Filipino people.
PAOCC has likewise expanded its attention to environmental crimes, hazardous industrial activities, organized smuggling, and other forms of economic crimes. Hindi ito mga simpleng regulatory violations. These are organized criminal enterprises that quietly drain billions of pesos from our economy every year.
Hindi rin dapat maliitin ang laban kontra cyber-enabled fraud.
Sa panahon ngayon, hindi na kailangan ng baril para magnakaw. Isang cellphone, laptop, internet connection, at social media account lang ay sapat na para makapanloko ng libo-libong tao. Investment scams, romance scams, cryptocurrency fraud, identity theft, online extortion—lahat ng ito ay sumisira hindi lamang sa bulsa ng mga biktima kundi maging sa kanilang tiwala sa ibang tao.
Every scam hub dismantled means thousands of future victims are protected. Every trafficking victim rescued means another human life regains dignity and hope. Hindi ito laging nasusukat sa statistics. Masusukat ito sa mga pamilyang hindi nawasak at sa mga pangarap na hindi ninakaw.
Marahil ang pinakamalaking accomplishment ng PAOCC ay ang mga krimeng hindi na nangyari dahil napigilan na bago pa lumaki ang operasyon ng mga sindikato. Hindi ito madaling ilagay sa accomplishment report. Wala itong dramatic photographs. Ngunit ito ang tunay na sukatan ng preventive law enforcement.
At dito nagiging mahalaga ang konsepto ng Integritocracy.
Hindi lamang ito isang teorya tungkol sa governance. Integritocracy reminds us that integrity is the most valuable infrastructure of any nation. Maaaring magpatayo tayo ng napakaraming tulay, airport, railway, at expressway. Ngunit kung ang mga institusyong nagpapatakbo ng bansa ay walang integridad, mauuwi lamang sa corruption, inefficiency, at pagkawala ng tiwala ng mamamayan ang mga proyektong ito.
History has repeatedly shown that organized crime flourishes where integrity collapses. Lumalakas ang mga sindikato kapag may nagbubulag-bulagan, may tumatanggap ng suhol, o may mas inuuna ang pansariling interes kaysa sa kapakanan ng bayan. Kaya ang laban kontra organized crime ay hindi lamang laban ng mga pulis o law enforcement agencies. Ito ay laban para sa integridad ng ating mga institusyon.
Ito rin marahil ang isa sa pinakamahalagang mensaheng ipinapakita ng pamumuno ni Usec. Benjamin C. Acorda Jr. Ang intelligence-driven operations, inter-agency cooperation, at ang pagpapalawak ng kampanya laban sa organized crime ay hindi lamang tungkol sa pagpapatupad ng batas. Ito ay tungkol sa pagpapatatag ng mga institusyong siyang nagpoprotekta sa ating demokrasya at ekonomiya.
Kapag ligtas ang negosyo mula sa smuggling, mas maraming investor ang papasok. Kapag patas ang kompetisyon, mas maraming entrepreneur ang lalago. Kapag bumababa ang organized crime, tumataas ang public confidence. At kapag tumataas ang public confidence, mas lumalakas ang ekonomiya. Iyan ang tahimik na koneksiyon ng public safety at national prosperity na madalas hindi napapansin.
Sa huli, ang tunay na tagumpay ng isang ahensiya ay hindi lamang nasusukat sa dami ng naaresto o nakumpiskang ebidensiya. Mas mahalaga ang tanong na ito: Mas naging ligtas ba ang bansa? Mas naging matatag ba ang ating mga institusyon? Mas lumakas ba ang tiwala ng mamamayan sa pamahalaan?
Kung ang sagot sa mga tanong na ito ay oo, then those are accomplishments worth celebrating.
Hindi man laging nasa headlines ang PAOCC, at hindi man palaging napapansin ang tahimik na pamumuno ni Undersecretary Benjamin C. Acorda Jr., ang epekto ng kanilang trabaho ay umaabot sa bawat Pilipinong naghahanap ng ligtas na komunidad, patas na negosyo, malinis na pamahalaan, at mas maunlad na kinabukasan.
Because in the end, the strongest nations are not built only by concrete and steel. They are built by institutions with integrity, leaders with courage, and public servants who understand that protecting the rule of law is one of the greatest investments a nation can ever make. And perhaps that is the quiet victory of PAOCC—one that deserves not only recognition today, but gratitude from the generations that will inherit a stronger and more secure Philippines.
