Kapag ang Baha ay Ginawang Negosyo, at ang Sakuna ay Ginawang Puhunan sa Kapangyarihan

Tuwing bumubuhos ang malakas na ulan, parang pare-pareho na lamang ang eksenang ating nasasaksihan.
Lubog ang mga bahay. Stranded ang mga manggagawa. Mga batang buhat ng kanilang mga magulang habang nilulusong ang maruming tubig. May matandang nakaupo sa ibabaw ng mesa dahil hanggang baywang na ang baha sa loob ng kanyang tahanan. May pamilyang tahimik na nakatingin habang inaanod ang mga gamit na ilang taon nilang pinag-ipunan.
Then come the familiar promises.
May mag-iinspeksiyon. May magpapakuha ng litrato. May mamimigay ng relief goods. May magsasabing ipalilinis ang drainage, palalalimin ang estero, at aayusin ang sirang flood-control structure. May press conference, may press release, at siyempre, may napakaraming tarpaulin.
Pagkaraan ng ilang araw, huhupa ang tubig. Mawawala rin sa balita ang mga nasalanta. Unti-unting matutuyo ang putik, ngunit mananatili ang kanilang trauma at pagkakautang.
Hanggang sa umulan muli.
This is no longer simply a flood cycle. It has become an infinity loop—a recurring relationship among disaster, political patronage, corruption, public dependence, political idolization, and unaccountable power.
I call it The 8K Infinity Loop of Flood-Control Scams: Kalamidad, Kawanggawa, Kunwaring Solusyon, Kurakot, Kapalit na Boto, Kulto ng Personalidad, Kapangyarihan, at Kawalan ng Pananagutan.
Eight stages, all beginning with the letter K. The eighth stage leads back to the first, creating a political and social loop that can continue indefinitely unless the people themselves decide to break it.
1. KALAMIDAD
Nagsisimula ang lahat sa kalamidad.
The rain may be natural, but the magnitude of the suffering is not always natural. Heavy rainfall becomes catastrophic when drainage systems are inadequate, waterways are obstructed, watersheds are destroyed, land-use policies are ignored, and flood-control projects are defective, unfinished, or nonexistent.
Hindi natin kayang pigilan ang ulan. Ngunit kaya nating paghandaan ang epekto nito.
Kapag taon-taon nang lumulubog ang parehong komunidad, hindi na sapat ang sabihing malakas lamang talaga ang ulan. When enormous amounts of public money are repeatedly allocated for flood control while the same streets, homes, and communities continue to drown, the people have every right to ask: Where did the money go? Who received the contracts? Were the projects properly constructed? Did they actually work?
Every flood leaves more than mud inside a family’s home. It leaves fear. Nawawala ang pagkain, gamot, school supplies, appliances, dokumento, at maliit na negosyong pinagkukunan ng kabuhayan. Minsan, pati buhay ay nawawala.
Yet while ordinary people count their losses, others may already be calculating the political opportunities created by their suffering.
2. KAWANGGAWA
Pagkatapos ng baha, dumarating ang ayuda.
Relief assistance is necessary. A hungry family cannot eat a long-term development plan. A child who needs medicine cannot wait for institutional reform. Government must respond immediately, efficiently, and compassionately.
Ngunit nagiging problema ang ayuda kapag ipinakikita itong personal na regalo ng politiko.
May pangalan sa relief pack. May mukha sa supot ng bigas. May kulay ng partido sa kahon ng de-lata. May camera habang inaabot ang tulong. Ang serbisyong dapat ay tahimik na obligasyon ng pamahalaan ay nagiging political performance.
Let us remember that ayuda is not a politician’s personal charity. It is funded by the people. It comes from taxes, public revenues, government borrowings, and resources belonging to the nation.
Hindi utang na loob ng mamamayan sa politiko ang tulong na galing din sa kaban ng bayan.
Public assistance is a right arising from government responsibility. It must never become an emotional chain tied around the neck of the poor.
3. KUNWARING SOLUSYON
Kasunod ng ayuda ang mga solusyong madaling makita ngunit hindi palaging sapat.
A backhoe begins dredging. Workers clean a portion of the drainage system. Officials inspect an estero. A short wall is repaired. Pumps are installed. Another flood-control project is announced.
May ribbon-cutting. May litrato. May pangakong, “Hindi na ito mauulit.”
These interventions may be necessary, but they become kunwaring solusyon when they merely conceal the deeper problem. Cleaning a drainage system once cannot compensate for years of poor waste management. Dredging one section of a river cannot restore an entire damaged watershed. Building concrete structures cannot solve flooding when environmental protection, land-use planning, housing, and water management remain disconnected.
Ang Band-Aid ay mahalaga kapag may sugat. Pero kung malalim at patuloy na lumalala ang sugat at Band-Aid pa rin ang inilalagay, hindi na iyon paggamot. Pagtatakip na iyon.
Temporary responses become especially suspicious when the same work is repeatedly funded, repeatedly announced, and repeatedly declared successful, yet the same communities continue to flood.
A project must not be judged by the size of its budget, the number of tarpaulins displayed, or the prominence of the officials attending its inauguration. It must be judged by one basic question: Did it protect the people?
4. KURAKOT
Dito pumapasok ang pinakamasakit na bahagi ng siklo: kurakot.
Flood-control programs often involve enormous budgets, technical designs, multiple contractors, complicated procurement processes, and projects that ordinary citizens may find difficult to inspect. This complexity can create opportunities for overpricing, kickbacks, collusion, substandard construction, unnecessary repetition, falsified accomplishments, and ghost projects.
Hindi lahat ng flood-control project ay scam. Hindi lahat ng contractor ay mandaraya, at hindi lahat ng opisyal ay corrupt. Marami ring matinong engineers, honest public servants, at mga manggagawang tunay na nagsisikap protektahan ang mga komunidad.
But credibility requires us to separate honest projects from questionable ones through transparency, engineering validation, independent audits, public inspection, and measurable outcomes.
A stolen flood-control fund is not merely a number in an audit report. It may become a child wading through contaminated water. It may become a worker who cannot report for duty, a family sleeping in an evacuation center, or a senior citizen trapped inside a flooded home.
Ang perang ninakaw sa flood control ay maaaring katumbas ng bahay na nasira, negosyong nalugi, sakit na nakuha, o buhay na hindi nailigtas.
That is why corruption in disaster-prevention programs is not ordinary corruption. It is corruption that places human lives directly in danger.
5. KAPALIT NA BOTO
Mula sa kurakot, pumapasok ang patronage politics.
Relief goods, financial assistance, scholarships, medical support, employment endorsements, and access to government services may be used to cultivate political indebtedness. The message may never be spoken openly, but it is understood: “Tinulungan kita. Huwag mo akong kalilimutan sa eleksiyon.”
For a family struggling to survive, refusing assistance is not always a realistic option. Kaya hindi makatarungang sisihin lamang ang mahihirap dahil tumatanggap sila ng ayuda o pera.
Ang mas mahalagang tanong ay ito: Bakit nananatiling mahirap at dependent ang napakaraming mamamayan sa personal na pabor ng mga politiko?
Poverty makes patronage powerful. Kapag mahina ang mga institusyon at hindi maaasahan ang regular na serbisyo ng pamahalaan, kumakapit ang tao sa sinumang makapagbibigay ng bigas, gamot, trabaho, o cash assistance.
The system turns human need into electoral machinery. The flood victim becomes an aid recipient, and the aid recipient is subtly transformed into a political debtor.
Sa halip na karapatan, nagiging pabor ang serbisyo. Sa halip na pananagutan, utang na loob ang nangingibabaw.
6. KULTO NG PERSONALIDAD
Kapag paulit-ulit na ipinakikita ang politiko bilang tagapagligtas, unti-unting nabubuo ang kulto ng personalidad.
The public servant is no longer treated as an employee of the people. He is elevated into a hero, protector, father figure, or savior. His name becomes more important than the institution. His reputation becomes more important than the truth.
Kapag pinuna siya, nagagalit ang supporters. Kapag tinanong kung saan napunta ang pondo, sasabihin nilang naninira ka. Kapag may alegasyon ng korapsyon o kapalpakan, ang sagot ay, “Marami naman siyang natulungan.”
But helping people does not erase the duty to account for public money.
Hindi puwedeng gawing panangga ang ayuda laban sa imbestigasyon. Hindi sapat ang kabaitan sa harap ng camera para burahin ang posibleng katiwalian sa likod ng proyekto.
Political appreciation is healthy. Political idolization is dangerous. We may respect a leader without surrendering our judgment. Maaari tayong magpasalamat nang hindi nagiging bulag. Maaari tayong sumuporta nang hindi isinusuko ang ating konsensiya.
Once citizens defend a politician more fiercely than they defend public money, truth, and their own rights, accountability becomes almost impossible.
7. KAPANGYARIHAN
Ang kulto ng personalidad ay nagiging boto, at ang boto ay nagbabalik sa politiko sa kapangyarihan.
The same leaders win again. Their relatives inherit their positions. Their allies occupy strategic offices. Favored contractors remain close to those who control government resources. Political machinery becomes stronger, while institutions expected to investigate wrongdoing may become weaker or more hesitant.
Hindi na lamang performance ang nagiging basehan ng pagkapanalo. Kasama na rito ang utang na loob, personal na loyalty, takot, disinformation, at paniniwalang wala nang ibang maaaring mamuno.
Power then becomes self-protecting. Patronage produces votes, and votes preserve access to public funds and government machinery.
The officials who failed to prevent the disaster may even be rewarded politically for appearing generous after the disaster.
Napakasakit na kabalintunaan: sila ang hindi nakapigil sa problema, ngunit sila rin ang pinasasalamatan sa pansamantalang pagtulong matapos mangyari ang problemang dapat sana ay kanilang napigilan.
8. KAWALAN NG PANANAGUTAN
Kapag napanatili ang kapangyarihan, lumalakas ang impunity.
Investigations may be delayed. Audit findings may be forgotten. Contractors may escape meaningful sanctions. Questionable projects may be repackaged under new names. Officials may blame climate change, garbage, informal settlers, previous administrations, or the unusual intensity of rainfall without accepting their own share of responsibility.
Walang tunay na napaparusahan. Walang ibinabalik na ninakaw. Walang permanenteng pagbabagong nangyayari.
Because no one is held accountable, the structural causes of flooding remain. Drainage systems remain inadequate. Waterways remain neglected. Substandard structures deteriorate. Communities remain exposed.
Then the clouds gather again.
Bumubuhos ang ulan. Tumataas ang tubig. Nagpapanic ang mga pamilya. Sumisigaw na naman ang mga tao para sa saklolo.
And Stage 8 returns to Stage 1.
Kawalan ng Pananagutan becomes another Kalamidad.
The infinity loop begins again:
Kalamidad. Kawanggawa. Kunwaring Solusyon. Kurakot. Kapalit na Boto. Kulto ng Personalidad. Kapangyarihan. Kawalan ng Pananagutan. At balik na naman sa Kalamidad.
This is why the flood-control crisis cannot be solved by engineering alone. Hindi sapat ang cemento, backhoe, pumping station, drainage canal, at makukulay na project billboard.
We also need transparent procurement, public disclosure of budgets and contractors, independent technical inspections, citizen monitoring, environmental planning, protection for whistleblowers, and swift prosecution of officials and private individuals proven to have stolen or misused public funds.
Most importantly, we must change our political culture.
Ayuda is not a gift from politicians. It is a government obligation. Politicians are not saviors. They are temporary custodians of public trust. Support should never become worship, and gratitude must never cancel accountability.
The floodwater eventually subsides. Natutuyo ang kalsada. Nalilinis ang putik. Unti-unting napapalitan ang mga nasirang gamit.
Pero ang sistemang lumilikha at nakikinabang sa paulit-ulit na paghihirap ay nananatili.
The infinity loop will continue for as long as suffering can be converted into gratitude, gratitude into loyalty, loyalty into votes, votes into power, and power into protection from accountability.
It will end only when public service is measured not by the number of relief packs distributed after a flood, but by the number of families who no longer need to be rescued from one.
Habang walang napapanagot, patuloy ang pag-ikot. At habang patuloy nating iniidolo ang mga dapat nating siyasatin, hindi lamang tubig ang lulubog sa atin. Pati katotohanan, pananagutan, at kinabukasan ng bayan ay unti-unting malulunod.
