THE GOLDEN DAYS OF THE CORRUPT WILL NOT LAST FOREVER

The crime may remain hidden today, but the day of reckoning will come.

Minsan, tinanong ko ang sarili ko: Bakit hindi mayaman ang aking ama?

He was a retired Philippine Constabulary colonel whose retirement rank and pension were later elevated to the level of a general. Marami sa kanyang mga kasabayan ang naging napakayaman. Malalaki ang kanilang mga bahay, magaganda ang kanilang sasakyan, at maalwan ang buhay ng kanilang mga anak.


Aaminin ko, minsan ay naiinggit ako.

Habang ang mga anak ng kanyang mga kasabayan ay namumuhay nang maginhawa, kaming magkakapatid ay kailangang kumayod at humanap ng paraan para lamang makaraos. Wala kaming sariling sasakyan na maghahatid sa amin sa paaralan. Wala kaming malaking bahay. Sa katunayan, hindi man lamang kami nakakuha noon ng isang low-cost housing unit sa San Mateo, Rizal. We had to struggle, sacrifice, and survive largely through our own efforts.

Kaya minsan ay napapatanong ako: “Bakit ganoon? Bakit hindi naging katulad ng iba ang aming ama? Bakit hindi niya ginamit ang kanyang posisyon upang tiyaking magiging maginhawa ang buhay naming magkakapatid?”

Ngunit may isang bagay na sinabi niya noon na tumatak nang malalim sa aming isipan:

“Kapag perang nakaw ang ipinakain mo sa iyong mga anak, mabigat ang parusang maaaring ibigay sa iyo ng tadhana—at maaaring pati ang iyong pamilya ang magdusa.”

Noon, maaaring hindi ko pa lubos na nauunawaan ang bigat ng kanyang sinabi. Bilang anak, ang nakikita ko lamang ay ang pagkakaiba ng aming buhay sa buhay ng ibang pamilya. Nakikita ko ang kanilang mga sasakyan, bahay, ari-arian, at kaginhawahan. Nakikita ko rin ang aming sariling paghihirap.

But as I grew older, I began to understand what my father had truly given us.

Hindi niya kami iniwanan ng malaking bahay o limpak-limpak na salapi. Hindi niya kami binigyan ng marangyang buhay na maaaring ipagyabang sa lipunan. Ngunit may iniwan siyang higit na mahalaga: isang apelyidong hindi namin kailangang ikahiya at pagkaing hindi namin kailangang itanong kung galing ba sa luha ng ibang tao.

We may not have inherited wealth, but we inherited the freedom to walk with our heads held high.

Sa mga nangyayari ngayon sa ating bansa, lalo kong nauunawaan ang babala ng aking ama. May mga politiko, opisyal, empleyado ng pamahalaan, at pribadong kontratista na nahaharap sa mga reklamo, imbestigasyon, at kasong may kaugnayan sa umano’y katiwalian. Hindi natin dapat pangunahan ang hukuman. Every person accused of a crime remains innocent until proven guilty. Ang pananagutan ay dapat ibatay sa ebidensiya at due process, hindi sa tsismis, galit ng publiko, political persecution, o trial by publicity.

Ngunit malinaw rin ang aral: no act of corruption can remain hidden forever.

Maaaring matabunan ito ng kapangyarihan, pera, koneksiyon, at impluwensiya. Maaaring pansamantalang patahimikin ang mga testigo, itago ang mga dokumento, manipulahin ang proseso, o palabasing malinis ang isang transaksiyong niluto. Ngunit ang katotohanan ay may sariling paraan ng paghinga. Kahit ibaon ito sa pinakamalalim na bahagi ng burukrasya, darating ang panahon na muli itong aahon.

The golden days of the corrupt will not last forever.

Administrations change. Political alliances collapse. Loyal subordinates eventually speak. Hidden documents are discovered. Bank records leave trails. At habang nag-e-evolve ang krimen, nag-e-evolve rin ang crime detection, forensic auditing, financial intelligence, digital investigation, at corruption detection.

Ang dating kayang itago sa isang pirma, pekeng accomplishment report, ghost project, o lihim na transaksiyon ay maaari nang mabunyag sa pamamagitan ng electronic records, satellite images, bank transactions, digital communications, at testimonya ng mga dating kasabwat.

Maaaring makaligtas ang isang tiwali sa kasalukuyang administrasyon. Maaaring protektado siya ng makapangyarihang padrino. Maaaring ang mga nag-iimbestiga sa kanya ay mayroon ding bahid ng katiwalian. Ngunit hindi nito binubura ang kanyang ginawa. If corruption truly exists and sufficient evidence eventually emerges, the mastermind, implementers, protectors, and enablers may still be held accountable—perhaps not today, but under another administration or in another season of history.

Time has a way of reopening the files that power once tried to close.

Napakasakit isipin na may mga pamilyang maaaring namuhay nang marangya dahil sa perang hindi naman nila pinaghirapan. Habang may mga batang pumapasok sa silid-aralang sira ang bubong, may mga pasyenteng namamatay dahil walang gamot sa pampublikong ospital, at may mga atletang walang sapat na kagamitan, may mga taong nagpapakasasa sa perang para sana sa bayan.

Sa likod ng bawat ninakaw na piso ay may serbisyong hindi naibigay.

Sa likod ng bawat ghost project ay maaaring may komunidad na patuloy na lumulubog sa baha. Sa likod ng bawat substandard na kalsada, tulay, o flood-control structure ay may kabuhayang nasisira, pamilyang nawawalan ng tahanan, at buhay na maaaring hindi na maibalik.

Corruption is not merely the stealing of public money. It is the stealing of opportunity, dignity, safety, and sometimes human life itself.

Kapag dumating ang araw ng pananagutan, may ilan na hihingi ng awa. They will ask for compassion, understanding, and pity. Sasabihin nilang mayroon silang pamilya, may mga anak silang masasaktan, matanda na sila, o mahina na ang kanilang kalusugan. Bilang tao, hindi natin kailangang ipagkait sa kanila ang dignidad at karapatang pantao. Ngunit hindi rin natin dapat kalimutan ang mga pamilyang hindi nila kinaawaan habang kinukurakot ang pondong para sana sa kanilang kaligtasan at kinabukasan.

Did they feel pity for the people they allegedly robbed?

Naawa ba sila sa batang hindi nakapag-aral? Sa pasyenteng namatay dahil walang pambili ng gamot? Sa pamilyang inanod ng baha? Sa ordinaryong manggagawang binabawasan ng buwis ang maliit na sahod, habang ang perang ibinabayad niya sa pamahalaan ay maaaring napupunta lamang sa bulsa ng iilan?

May mga taong kilala ko na pinaghihinalaan o napagbibintangang sangkot sa katiwalian. May mga kaibigan at kakilala akong maaaring may ganoong reputasyon. Ngunit hindi ko sila inaakusahan dahil lamang sa sabi-sabi. Sino ba ako upang humatol nang walang matibay na ebidensiya? Perception is not proof, and suspicion is not conviction. Hindi ako hukom, prosecutor, o korte.

But if the allegations are true, I do not need to condemn them personally. I can leave them to the law, to history, to the people whose trust was betrayed, and ultimately to the judgment of the Divine Creator.

Nakakalungkot na maraming gustong pumasok sa pamahalaan hindi upang maglingkod kundi upang yumaman. Para sa kanila, ang public office ay hindi public trust kundi personal investment. For a time, they may appear victorious.

But stolen wealth carries an invisible weight.

Ang dating malayang paglalakbay ay maaaring mapalitan ng pangambang ma-hold departure. Ang dating mahimbing na pagtulog ay maaaring guluhin ng bawat katok sa pinto, tawag sa telepono, subpoena, warrant, o balitang may dati nang kasamahan na nagsasalita.

Some may run. Some may hide. Some may turn against one another. Ang iba, matapos ang mahabang panahon ng pagpapakasasa, ay matutuklasang hindi pala kayang bilhin ng pera ang kapayapaan ng isip.

May nagtatanong: “Bakit si ganito, hindi pa rin nakakarma? Bakit malaya pa rin siya? Bakit lalo pa siyang yumayaman?”

The answer is simple: not every reckoning arrives immediately.

It may not happen today. It may not happen tomorrow. It may take years, a change in leadership, the courage of a witness, the discovery of a document, or the awakening of a nation. Ngunit ang pagkaantala ng pananagutan ay hindi nangangahulugang hindi na ito darating. Justice may move slowly, but history has a long memory.

Ngayon, kapag binabalikan ko ang aming buhay, hindi ko na itinatanong kung bakit hindi kami pinayaman ng aking ama. Sa halip, ipinagpapasalamat kong hindi niya ipinagpalit ang kanyang pangalan at dangal para lamang mabigyan kami ng marangyang buhay.

Perhaps our struggles were never proof that he failed us. Perhaps they were proof that he refused to rob others for us.

Mas mabuti nang lumaki kaming nagsisikap kaysa mabuhay sa karangyaan habang dala ang takot na isang araw ay may kakatok sa aming pinto at babawiin ang lahat. Mas mabuti nang walang malaking bahay ngunit payapa ang konsensiya, kaysa manirahan sa isang mansiyong itinayo mula sa pondong dapat sana’y nagligtas sa buhay ng mahihirap.

Ang tunay na mabuting ama ay hindi lamang iyong nagbibigay ng masarap na pagkain sa kanyang mga anak. Siya rin ang ama na nakatitiyak na ang pagkaing iyon ay hindi galing sa bibig ng ibang bata.

Kaya sa mga taong kasalukuyang gumagamit ng kanilang kapangyarihan upang magnakaw, magmanipula, o magpayaman, sana’y maliwanagan ang inyong isip habang may panahon pa. Ang posisyon ay pansamantala. Ang proteksiyon ng padrino ay may hangganan. Ang political dynasty ay maaaring bumagsak. Ang mga kaalyado ay maaaring tumalikod. At ang perang pinaniniwalaan ninyong magliligtas sa inyo ay maaari pang maging ebidensiyang magpapabagsak sa inyo.

Maaaring pansamantala ninyong maitago ang nakaw sa likod ng kapangyarihan, legal maneuvering, at mga pekeng papuri. Ngunit hindi ninyo ito maitatago habambuhay sa batas, sa sambayanan, sa kasaysayan, sa uniberso, at sa ating Divine Creator.

Maaaring hindi ngayon ang araw ng inyong pananagutan. Maaaring hindi bukas. Ngunit walang nakaw na ligtas magpakailanman.

Darating ang panahon ng paniningil—and when that day comes, even all the stolen gold in the world may no longer be enough to purchase your freedom, restore your honor, protect your family’s name, or silence your conscience.

Why I Wrote The Republic of Scamndalovia

Anatomy of Crimocracy

I honestly did not expect what happened after I uploaded The Republic of Scamndalovia: Anatomy of Crimocracy on Amazon Kindle Direct Publishing.


Only a few hours after sharing the Amazon link with friends, colleagues, former students, and readers, my mobile phone started ringing almost nonstop. Messages began arriving through Messenger, Viber, SMS, and email. Friends from the United States, Japan, different countries across Europe, and even Latin America reached out to congratulate me and ask how they could order copies. It was both humbling and overwhelming to realize that a fictional Republic I had spent years creating was now attracting readers from different parts of the world.


Back home in the Philippines, the response was equally overwhelming. Many friends, colleagues, fellow professors, government officials, and readers immediately wanted to buy the book. Most of the questions, however, were exactly the same.


“Doc, where can we buy it?”

“Can we purchase it directly from you?”

“Do you already have copies here in the Philippines?”


I found myself giving the same answer repeatedly.

“Unfortunately, I cannot personally sell the book in the Philippines because it is published and distributed exclusively through Amazon. Whether you prefer the paperback or the Kindle eBook, both are available only through Amazon’s official platform.”


Many were surprised.


Here in the Philippines, many readers are still accustomed to the traditional way of buying books—visiting bookstores, attending book launches, or purchasing directly from the author. Ordering books through Amazon, especially Kindle editions, is still a new experience for many Filipino readers. I spent much of that day explaining how Amazon works and how both the paperback and digital editions could be ordered from virtually anywhere in the world.


What surprised me even more was watching the Kindle edition begin receiving purchases almost immediately. Seeing those first orders and receiving messages from readers who had already started reading the novel was an unforgettable moment. As an author, there is no greater fulfillment than realizing that an idea born from countless sleepless nights, endless revisions, and years of reflection has finally reached people you may never personally meet.


Every inquiry, every order, and every encouraging message reminded me that readers are still searching for stories that do more than entertain.

They are looking for stories that make them think.

Stories that ask uncomfortable questions.

Stories that challenge long-held assumptions.

Stories that remain with them long after the final page has been turned.


Perhaps that explains why The Republic of Scamndalovia has attracted so much curiosity.

Because it is not simply another political novel.

It is a conversation.

A conversation about democracy.

About power.

About corruption.

About justice.

About integrity.

And ultimately…

About the Republic we leave behind.


The subtitle of the novel is Anatomy of Crimocracy, and I chose those words very carefully.

This is not merely a story about corruption.

It is an attempt to dissect corruption the way an anatomist studies the human body—layer by layer, system by system—until the reader understands not only what happened, but more importantly, why it happened.


How does corruption evolve from isolated acts into an accepted political culture?

How do criminal networks quietly infiltrate institutions originally established to protect democracy?

How does public office slowly become an instrument of private enrichment instead of public service?

How does honesty become a disadvantage instead of a qualification?

And perhaps the most disturbing question of all…

How does a democracy begin protecting criminality instead of protecting its own people?


Those questions eventually led me to develop a concept that I call Crimocracy.


Political science has long discussed democracy, dictatorship, authoritarianism, oligarchy, kleptocracy, and state capture. These concepts remain invaluable in understanding governance. Yet after spending decades teaching governance, public administration, constitutional development, leadership, and institutional reform, I became convinced that another phenomenon deserved its own name.


Crimocracy is not merely corruption.

Neither is it simply kleptocracy.

It is a condition in which democratic institutions continue functioning outwardly while criminality gradually becomes institutionalized within governance itself.

Elections continue.

Parliament continues legislating.

Courts remain open.

Government agencies continue operating.

Constitutions remain intact.

Everything appears democratic.


Yet beneath that constitutional appearance, criminal behavior slowly becomes normalized, protected, rewarded, and eventually expected.

The Republic continues functioning.

Its conscience slowly disappears.

Rather than writing another academic textbook, I decided to present these ideas through fiction.

Stories possess something that academic papers often cannot achieve.

They transform theories into people.

Institutions into lives.

Policies into personal struggles.

Through fiction, readers experience the consequences of institutional failure not through statistics or legal definitions, but through human emotions, friendships, betrayals, sacrifices, victories, and impossible choices.


That is why Scamndalovia exists.

Before anyone asks, let me make one thing absolutely clear.

Scamndalovia is entirely fictional.


Its geography, history, government, institutions, political parties, organizations, cities, and personalities exist only within the pages of this novel. Any resemblance to actual countries, governments, leaders, or historical events is purely coincidental or simply reflects governance challenges that societies throughout history have experienced in different forms.

Yet although Scamndalovia is fictional…The questions it raises are painfully real. Readers will accompany Dr. Jhany Zitro, a professor, investigator, and political philosopher whose relentless search for truth gradually uncovers an invisible political architecture that has quietly shaped the Republic for generations. What begins as an ordinary investigation eventually becomes a journey into the very soul of democracy itself.


Standing at the center of the Republic is President Martin Tamvalozov, one of the novel’s most compelling and complex characters. He is neither portrayed as a perfect hero nor an outright villain. Instead, he is a leader burdened with governing a nation during the greatest constitutional crisis in its history. Every decision he makes forces readers to ask whether true leadership is measured by power, popularity, or the courage to place the Republic above political survival. 


The intellectual foundation of the novel belongs to Professor Josefinov Erapova, whose philosophy of integrity gives birth to Integritocracy, while his lifelong friend and intellectual rival, Professor Talynoh Isipov, challenges readers to reflect upon the delicate relationship between order, stability, accountability, and freedom. Their philosophical debates become the soul of the novel, reminding us that ideas often shape history more profoundly than armies.


Readers will also encounter Professor Cicero Kasaysayanov, the Republic’s foremost constitutional historian and guardian of historical memory. Through his wisdom, he reminds every generation that a nation which forgets its past inevitably repeats its mistakes.


One of the novel’s most compelling redemption stories belongs to Lanchon Tomsonov, a brilliant economist whose extraordinary financial genius becomes deeply intertwined with the machinery of Crimocracy before confronting the difficult path toward truth, accountability, and redemption.


Representing courage within government institutions is Captain Paul Castelov, a disciplined intelligence and law enforcement officer whose unwavering commitment to the Constitution demonstrates that genuine heroism is often found not in public recognition but in quiet acts of integrity performed when no one is watching.
