Governor Reynaldo Tamayo Jr.: While Others Create Noise, He Governs—The Quiet Momentum for President in 2028


Almost One Year After My August 13, 2025 Political Analysis

“History rarely announces its next leader with a trumpet. More often, it begins with a whisper.”

There are moments as a writer that stay with you—not because everyone agrees with what you wrote, but because your words unexpectedly find their way into conversations you never imagined.

Isa sa mga sandaling iyon ay nang isinulat ko noong August 13, 2025 ang aking article na “Governor Reynaldo Tamayo Jr.: The Quiet Dark Horse of Philippine Politics.” At that time, I simply wanted to share my observations as a professor, governance analyst, and student of Philippine politics. Hindi ito endorsement. Hindi ito campaign material. It was simply an independent political analysis of a governor whom I believed deserved closer national attention.

Now, almost a year later, napapaisip ako habang binabalikan ko ang artikulong iyon. Hindi ko kailanman inasahan na magiging viral ito at mas lalong hindi ko inakala na magbubukas ito ng napakaraming pag-uusap mula sa iba’t ibang bahagi ng bansa.

Over the past several months, I received messages from readers coming from Luzon, Visayas, and Mindanao. Halos pare-pareho ang kanilang tanong.

“Professor, kilala mo ba personally si Governor Reynaldo Tamayo Jr.?”

May ilan na gustong ipakilala ko sila sa kanya dahil handa raw silang mag-volunteer kung sakaling pumasok siya sa national politics. Others offered their professional expertise, while some even expressed their willingness to contribute funds if a national movement centered on good governance would eventually emerge.

Lagi lang iisa ang sagot ko.

Hindi ko po personal na kilala si Governor Reynaldo Tamayo Jr., at ni minsan ay di ko nakausap ng personal. Mga two times ko lang siya nakita sa isang event.

Sa katunayan, ang aking pagiging Deputy Secretary-General at Spokesperson ng isang kilalang political party ay natapos na matapos mahalal ang bagong set of National Officers noong September 2024. Simula noon, I consciously decided to become politically non-partisan.

Why?

Because of the kind of articles that I write.

As someone who regularly writes about governance, constitutional issues, public administration, and national politics, I believe intellectual independence is essential. Mas malaya akong makakapuri kapag may magandang nagawa ang isang lider at mas malaya rin akong makakapuna kung kinakailangan, regardless of political party.

Political analysis should never become political advocacy.

Ang trabaho ng isang political analyst ay hindi gumawa ng kandidato kundi obserbahan ang political landscape, pag-aralan ang governance, at ipaubaya sa mga mambabasa ang sariling paghusga.

As we approach the first anniversary of that article, I find it interesting that many of my observations seem to be quietly unfolding.

Governor Tamayo’s national profile continues to grow—not because of political noise, social media wars, or daily attacks against his perceived rivals—but because he continues doing what he has always been doing.

He governs.

Habang ang malaking bahagi ng national political conversation ay umiikot sa impeachment, political realignments, at bangayan ng mga personalities na posibleng tumakbo sa 2028, Governor Tamayo appears to be focused on governance rather than political spectacle.

Sa South Cotabato, his administration has consistently been associated with people-centered governance. Healthcare, education, agriculture, infrastructure, livelihood programs, environmental protection, transparency, at iba pang serbisyong direktang nararamdaman ng mga mamamayan ang naging sentro ng kanyang pamamahala.

Good governance is never measured by press releases alone.

It is measured by whether government reaches the ordinary Filipino.

Ang magsasakang naghahanap ng mas magandang ani.

Ang estudyanteng nangangarap makatapos ng pag-aaral.

Ang pasyenteng nangangailangan ng serbisyong medikal.

Ang maliit na negosyanteng umaasang lalago ang kanyang kabuhayan.

At ang pamilyang nais lamang maramdaman na may gobyernong tunay na nagsisilbi.

What makes Governor Tamayo even more interesting is that his work no longer appears confined to South Cotabato.

Bilang President ng League of Provinces of the Philippines, he has increasingly become part of national discussions involving decentralization, stronger local governments, fiscal empowerment of provinces, at governance reforms.

In many respects, ang kanyang mga pananaw ay hindi na lamang para sa South Cotabato kundi para sa mas malawak na usapin ng pambansang pamamahala.

Perhaps this explains why his name is gradually becoming familiar even outside Mindanao.

One experience, however, reinforced that observation.

Recently, inimbitahan akong maging guest speaker ng humigit-kumulang 41 local chief executives na kusang bumuo ng isang grupo na tinatawag nilang “Mayors for Integrity.”

Marami sa kanila ang nagsabi sa akin na nabasa nila ang aking aklat na Integritocracy, isang konseptong matagal ko nang isinusulong na nagsasabing ang integridad ang dapat maging pundasyon ng pamamahala.

What impressed me most was not their political affiliation.

It was their common aspiration.

Bagama’t karamihan sa kanila ay mula sa third-, fourth-, fifth-, at sixth-class municipalities, iisa ang kanilang paniniwala.

Integrity should never be optional in public service.

Habang nagpapatuloy ang aming talakayan, natural na napunta ang usapan sa national leadership.

To my surprise, hindi ako ang unang nagbanggit ng pangalan ni Governor Reynaldo Tamayo Jr.

Sila mismo.

Several of the mayors spoke highly of his governance model, his integrity, and the accomplishments of his administration in South Cotabato.

Marami sa kanila ang nagsabing nakikita nila si Governor Tamayo bilang isang credible alternative kung sakaling pumasok siya sa national politics.

I found that conversation significant.

Hindi iyon political rally.

Hindi iyon campaign meeting.

Hindi rin iyon endorsement session.

It was simply a sincere conversation among local government leaders discussing the kind of leadership they believe the country deserves.

At doon ko mas lalong naisip na baka may mga supporters si Governor Tamayo na hindi natin nakikita.

Hindi sila maingay.

Hindi sila araw-araw nasa social media.

Hindi sila laging nasa television interviews.

They simply continue observing.

They continue comparing leaders.

And they continue appreciating good governance.

Hindi ko sinasabing sapat na ang mga obserbasyong ito upang sabihin na mayroon nang malawakang political movement.

As a political analyst, I have learned that democracy is too dynamic for sweeping conclusions.

Pero bilang isang observer ng Philippine politics, naniniwala akong may mga political developments na hindi agad nakikita ng surveys, social media trends, o television commentaries.

May mga momentum na tahimik lamang.

At kung minsan, ang mga tahimik na momentum ang siyang nagiging pinakamalalakas pagdating ng halalan.

Habang sinusubaybayan ko ang kasalukuyang political landscape—ang impeachment proceedings, ang lumalalim na political divisions, at ang banggaan ng mga personalidad na madalas banggitin bilang posibleng presidential contenders sa 2028—isa ang napapansin kong malaking pagkakaiba.

While many potential contenders are busy attacking one another, Governor Tamayo appears busy governing.

Habang ang iba ay abala sa pagpapalakas ng kanilang political narratives, Governor Tamayo continues doing what he has consistently done over the years.

He continues strengthening local governance.

He continues supporting farmers.

He continues expanding opportunities in education.

He continues improving healthcare.

He continues pursuing programs that directly affect the lives of ordinary Filipinos.

At higit sa lahat, he continues serving without making himself the center of the national political conversation.

Sa aking pananaw, mahalaga ang pagkakaibang ito.

Philippine politics has always been colorful. We have seen elections dominated by personalities, political machinery, media exposure, and partisan rivalries. Ngunit paulit-ulit ding ipinapakita ng ating kasaysayan na darating ang panahon na mapapagod ang mga botante sa walang katapusang bangayan.

Eventually, people begin asking a much simpler question.

Sino ba talaga ang may napatunayang mahusay mamuno?

Hindi lamang mahusay magsalita.

Hindi lamang mahusay mangampanya.

Kundi mahusay mamahala.

Ito marahil ang dahilan kung bakit patuloy kong binabantayan ang political trajectory ni Governor Reynaldo Tamayo Jr.

Hindi dahil sinasabi kong siya na ang susunod na Pangulo ng Pilipinas.

Far from it.

No responsible political analyst should make that kind of prediction years before an election.

Marami pang maaaring mangyari.

Political alliances will change.

New issues will emerge.

Unexpected candidates may enter the race.

Public sentiment may shift.

Sa huli, ang tanging may karapatang magpasya ay ang sambayanang Pilipino.

Ang sinasabi ko lamang ay ito.

Governor Reynaldo Tamayo Jr. deserves to be taken seriously.

He deserves to be watched carefully.

At nararapat siyang maisama sa anumang seryosong pagtalakay tungkol sa mga umuusbong na national leaders ng ating bansa.

Sa aking assessment, he possesses many of the qualities that Filipinos often look for in a national leader—administrative experience, a governance-oriented approach, and a reputation built more on public service than on political theatrics.

Kung magpapatuloy ang kanyang kasalukuyang direksyon, naniniwala akong maaari siyang maging isang credible third force o alternative choice sa mga Pilipinong naghahanap ng ibang uri ng pamumuno.

Hindi ito certainty.

Hindi ito prophecy.

Isa lamang itong political observation batay sa mga pangyayaring aking nasaksihan sa nakalipas na halos isang taon.

Almost a year ago, tinawag ko siyang “The Quiet Dark Horse of Philippine Politics.”

Today, as we approach the first anniversary of that article, I believe a different description is becoming more appropriate.

He is quietly building momentum.

Momentum that is not necessarily created by propaganda.

Momentum that is not dependent on political attacks.

Momentum that appears to be growing through governance, consistency, and credibility.

Kung ang aking naging karanasan ay pagbabatayan—ang mga mensaheng aking natanggap mula sa iba’t ibang bahagi ng bansa, ang mga pag-uusap ko sa mga ordinaryong mamamayan, at maging ang aking naging karanasan sa pagtitipon ng Mayors for Integrity—tila may isang tahimik na paggalaw na unti-unting nabubuo.

Whether that quiet momentum eventually becomes a national movement remains to be seen.

Only time can answer that question.

As a professor, lagi kong sinasabi sa aking mga estudyante na ang political analysis should never become political advocacy.

Hindi trabaho ng analyst ang gumawa ng kandidato.

Hindi rin trabaho ng analyst ang magdikta kung sino ang dapat iboto.

Ang aming tungkulin ay magmasid, magsuri, at maglahad ng mga obserbasyong maaaring makatulong sa mas malalim na pag-unawa sa pulitika.

Iyan ang layunin ng artikulong ito.

Hindi upang mangampanya.

Hindi upang manghikayat.

Kundi upang idokumento ang isang political phenomenon na sa aking pananaw ay nararapat pagtuunan ng pansin.

History has repeatedly reminded us that the leaders who eventually shape a nation are not always the ones who dominate the headlines years before an election.

Sometimes they are the ones who simply continue doing their work while everyone else is busy fighting.

Sometimes they are the ones whose greatest campaign is their record.

And sometimes they are the ones whose momentum is built quietly—one province, one community, one reform, and one act of public service at a time.

Whether Governor Reynaldo Tamayo Jr. ultimately becomes part of that history is a story that has yet to be written.

Hindi ako ang magsusulat ng ending na iyon.

Hindi rin ang political surveys.

Hindi rin ang social media.

Ang magsusulat ng huling kabanata ay ang sambayanang Pilipino.

At marahil, iyon mismo ang tunay na diwa ng demokrasya.

Habang papalapit ang 2028, marami pang pagbabago ang ating masasaksihan. Marami pang pangalan ang lilitaw, maraming alyansa ang mabubuo, at maraming isyu ang susubok sa bawat kandidato. Ngunit kung may isang aral na paulit-ulit na itinuturo ng kasaysayan ng ating pulitika, ito ay ang katotohanang ang tiwala ng taumbayan ay hindi laging nakukuha sa pinakamalakas na boses.

Minsan, ito ay unti-unting naitatayo sa pamamagitan ng tahimik, tapat, at tuloy-tuloy na paglilingkod.

At iyon ang dahilan kung bakit, sa aking pananaw, Governor Reynaldo Tamayo Jr. is the quiet momentum that Philippine politics can no longer ignore.
