The Real Battlefield: Hindi Lang Courtroom ang Laban sa Sara Duterte Impeachment

There is an old saying in intelligence and strategic operations: the battle you see is rarely the battle that decides the war. Madalas, ang nakikita lamang ng publiko ay ang hearing, ang mga abogado, ang mga objections, ang mga speeches, at ang mga witness na tumatayong humaharap sa Senado. Pero sa likod ng lahat ng ito, may isa pang laban na hindi gaanong nakikita ng publiko; ang laban ng strategy, timing, political intelligence, at public perception.


Sa tingin ko, iyon ang tunay na magiging battlefield ng impeachment trial ni Vice President Sara Duterte.


Marami ang naniniwala na impeachment is simply about proving whether the Vice President is guilty or not. Legally, tama naman iyon. But constitutionally, impeachment has never been an ordinary court case. Hindi ito simpleng criminal trial. Ito ay nililitis sa isang political court, kung saan legal principles and constitutional standards exist side by side with political realities.


Isa sa pinaka-interesting na development ay ang inanunsyo ng defense panel ng Vice President, led by Fortun Narvasa & Salazar, na naghanda sila ng humigit-kumulang 90 witnesses. Mas naging interesting pa nang sabihin nilang may ilan sa mga ito na hindi muna nila ipapahayag ang pagkakakilanlan for security reasons. Sa madaling salita, they are preparing what many observers call “surprise witnesses.”


From a strategic perspective, hindi naman ito bago.


In intelligence operations, one of the oldest principles is surprise. Kapag hindi alam ng kabilang panig kung sino ang susunod na witness, ano ang kanyang testimony, o anong dokumento ang kanyang ilalabas, napipilitan silang mag-adjust habang tumatakbo ang proceedings. Every unexpected witness has the potential to change the momentum of the trial.


Of course, hindi ibig sabihin nito na automatic nang magiging pabor sa defense ang resulta. Every witness will still be examined and cross-examined. Their credibility, consistency, and relevance will still determine whether their testimony carries weight.


Kaya nga lagi kong sinasabi, impeachment is never a numbers game.


Hindi ito paramihan ng witnesses.

Hindi ito paramihan ng exhibits.

Hindi rin ito pagandahan ng privilege speeches.


Ang tunay na laban ay kung sino ang may mas matibay na narrative na suportado ng credible evidence.

Kasabay nito, may isa pang reality na minsan ay nakakalimutan ng publiko.

Napakataas ng constitutional requirement para magkaroon ng conviction.


To remove the Vice President from office and permanently disqualify her from holding public office, the prosecution needs a two-thirds vote of all senator-judges. Sa madaling salita, 16 out of the 24 senators must vote guilty on at least one Article of Impeachment.


Napakataas na threshold niyan.


Hindi ito ginawa ng Constitution para maging madali ang pagpapatalsik sa isang national elected official. The framers intentionally placed a high standard because impeachment should never become an ordinary political weapon. It must be reserved only for situations where there is overwhelming constitutional consensus.


At dito pumapasok ang tunay na political battlefield.


The Senate is unlike any ordinary courtroom.


May iba’t ibang political blocs.

May iba’t ibang loyalties.

May personal relationships.

May political calculations.

May kanya-kanyang constituencies.


Every senator will ultimately decide based on how he or she interprets both the Constitution and the evidence presented during the proceedings.

Kaya nga napakahirap hulaan ang magiging resulta ng impeachment. Hindi ito simpleng mathematical computation.

Another battlefield that many people underestimate is public perception.

Sa panahon ngayon, ang impeachment hearing ay hindi na lamang nangyayari sa Senate Session Hall.


Nangyayari rin ito sa Facebook.

Sa YouTube.

Sa TikTok.

Sa X.

Sa bawat livestream.


Every exchange instantly becomes content.

Every testimony becomes headlines.

Every mistake becomes viral.

Every emotional moment becomes a social media clip shared millions of times.


In today’s digital democracy, public opinion can move faster than the legal proceedings themselves.


Isa sa mga isyung pinag-uusapan ngayon ay ang debate kung dapat bang gawing fully public ang sealed tax records ng Vice President. Whatever legal position one may have, malinaw na ang issue ay hindi lamang tungkol sa law. It is also about transparency, accountability, and public trust.


May magsasabing kailangan itong ilabas para makita ng publiko ang buong katotohanan.

May magsasabi namang may legal protections na dapat ding igalang.


Whatever the Senate eventually decides, the manner by which these issues are handled will significantly influence how the public views the entire impeachment process.


At sa tingin ko, ito ang pinakamahalagang tanong sa lahat.

Hindi lang ang tanong kung ma-convict ba o maa-acquit ang Vice President.

Ano ang magiging epekto nito sa 2028 Presidential Election?


Every hearing may affect public trust.

Every witness may influence public opinion.

Every ruling may reshape political alliances.

Every senator’s vote will become part of Philippine political history.


History has shown us that political trials sometimes destroy political careers.

Pero may mga pagkakataon ding lalo lamang nilang pinapalakas ang isang political figure.


Kaya walang sinuman ang makakapagsabi ngayon kung ano talaga ang magiging political ending ng impeachment na ito.


What is certain, however, is that every institution involved carries a tremendous responsibility.


The prosecution must remain objective and evidence-driven.

The defense must convincingly answer every allegation.

The senator-judges must faithfully uphold the Constitution.

The media must report responsibly.

At tayong mga mamamayan, dapat maging maingat sa paghusga.


Hindi lahat ng trending ay totoo.

Hindi lahat ng viral clips ay kumpleto ang konteksto.

Hindi lahat ng malakas ang sigaw ay tama ang argumento.


As I always say in my writings, democracy survives not because everyone agrees, but because institutions continue to function with integrity.


Whether one supports Vice President Sara Duterte or opposes her politically should not diminish our commitment to due process and constitutional accountability.


Sa huli, ang impeachment na ito ay hindi lamang paglilitis sa isang Vice President.

Ito rin ay paglilitis sa ating mga institusyon.


Paglilitis sa Senado.

Paglilitis sa ating sistema ng hustisya.

At higit sa lahat, paglilitis sa political maturity ng sambayanang Pilipino.


Because when history finally looks back at this impeachment trial, it may remember not only the final vote…


It will also remember how the Republic conducted itself while searching for that verdict.
